NEWS OF ITUS LIFE
On April 11, 2002 ITUS Chairman Oleg Schvedkov, ITUS Moscow city organization Boris Adochin, members of ITUS CC and Moscow city executive Committees met with Moscow Mayor Jury Luzkov. Realization of social adaptation of citizens, discharged from military service in Moscow was discussed during the meeting and main directions of further cooperation were planned.
On July 25, 2002 the Agreement on cooperation between Moscow Government and ITUS CC was signed anew ( former was signed in 1994) by Mr. Luzkov and Oleg Schvedkov.
Following decisions of the Fourth ITUS Congress ITUS Executive Committee worked to prevent the adoption of the Federal Law " On introduction of alterations in some legislative acts of the Russian Federation on the problems of monetary pay to servicemen and provision to them of some privileges". Unfortunately in spite of all efforts on April 10 the State Duma adopted, on April 24 the Council of Federation confirmed and on May 7 the President signed the Law.
Organizational and legal departments of ITUS CC prepared the complain to the Russian Federation Constitutional Court of the violation of rights of servicemen, citizens discharged from military service and members of their families by some provisions of the following laws : Article 6 of the Federal law of June 19, 2000 " On the minimum amount of labour remuneration; position 28 of the Supplement 38 of the Federal law of December 27, 2000 " On Federal Budget for 2001", position 34 of the Supplement 17 of the Federal Law of December 30, 2001 " On the Federal Budget for 2002", sub point 3 of position 4 of Article 1 of the Federal Law of May 7, 2002 " On introduction of alterations into some legislative acts of the Russian Federation on the problems of monetary pay to servicemen and provision to them of some privileges". The complain was delivered to the Constitutional Court office by ITUS Organization department head Igor Kurochkin on July 29, 2002.
A book " Trade union in uniform", written by ITUS CC member, candidate of juridical science, Head of ITUS CC international department Valerian Nesterov was published in 3000 copies in July 2002. The book was devoted to the 10th anniversary of ITUS and 30th anniversary of EUROMIL and described as well the servicemen trade union movement in European countries.
A working group of representatives of interested central bodies of military management for cooperation with ITUS was established according to the directive of the Russia Federation Ministry of Defence Head Personnel Department, Deputy Russian Federation Minister of Defence colonel-general Nikolai Pankov on March 1, 2003. The meetings took place on April 8, April 18 and April 25. ITUS Chairman, ITUS Vice - Chairman Alexander Merzlov and ITUS Organization department head Igor Kurochkin took part in the meetings.
On February 19, 2003 there was a meeting of the Russian Federation Ministry of Defence Head of the Chief Department of educational work general Nikolai Reznik and officers of his staff with members of ITUS CC, and members of ITUS Moscow city and region organizations. During the two hours meeting there was a vivid discussion on the cooperation between ITUS and the Russian Federation Ministry of Defence, cooperation with military Commissariats, problems of military-patriotic work..
ITUS apartment- construction department during the last year assisted to realize State Housing Certificates. 1213 certificates were realized in Moscow City, Moscow Region and Saint Petersburg, which meant that assistance was provided to 100 % of those applied for assistance. Qualified consultative assistance was provided to more than 2000 people.
At the forum-exhibition, devoted to provision of housing to servicemen, citizens, discharged from military service and members of their families.
ITUS Moscow City organization Chairman Boris Adochin was appointed Director of the Moscow State Center of social-professional adaptation and retraining of citizens, discharged from military service and members of their families.

1On May 16, 2003 ITUS Chairman and ITUS head of international department Valerian Nesterov participated upon the invitation of the NATO military mission head in Moscow brigadier Peter Williams in briefing regarding activities of NATO center in Moscow on retraining of servicemen. Director of the Center of social adaptation of servicemen " Russia - NATO" colonel-general Majorov, head of the program major-general Antonenko, Oleg Schvedkov and Valerian Nesterov spoke at the briefing. Belgian Military Attache general Nopence, French Military Attache general Muanar, English Military Attache colonel Buleid, representatives of military attaches from Germany, USA ,NATO information bureau, NATO military mission participated at the briefing.

ITUS Udmurtia Republican head Michael Mursin signed an agreement on cooperation with the republican military Commissariat .
ÓITUS Uljanovsk region organization ( A. Saveliev, A. Glumov) signed an agreement on cooperation with the administration of the City and Administration of the Region. Coordination Council was established in the Region, which unites all the organizations, dealing with social problems of servicemen, citizens discharged from military service and members of their families. With their active participation the Region Legislative Assembly adopted the Law of Uljanovsk Region " On additional social guarantees of servicemen, citizens discharged from military service and members of their families".
ITUS Jewish Autonomous Region organization is now in the process of renewal of its activities.( ITUS head Evgeny Micheev).
On April 19, 2003 in Vladivostok the Third Conference of Primorie kraj trade union organization of servicemen took place. 38 delegates from 4 territorial organizations and 19 invited guests from bodies of executive power, military units, FNPR, Administration of the City and Kraj, regional political parties ( " United Russia", LDPR, KPRF, " UNION"), public organizations of servicemen participated. State Duma deputy, first secretary of KPRF Kraj Committee Vladimir Grishukov also participated at the conference. .
The Conference decided to rename organization into ITUS, recognized ITUS Charter as the single governing document and applied to ITUS CC to accept the organization as an ITUS member. Mr. Jury Tarlavin was elected Chairman of the organization.
In June constituent conferences of ITUS regional organizations took place in Kaluga ( June 5 ) and Tver (June 11). (11.06).
